AFK/Leaverbuster Ques

Hey dont know if this is the correct section to be asking questions about my topic but who cares. I have had 2 instances now where my computer has frozen on me when loading into a game, and whose hasn't, but I reload and play the game out like normal and then after I get the leaverbuster penalty and have to wait 20 minutes for the 5 ques. I get the whole leaverbuster thing just not grasping "the how and why" on when it gets implemented. Am I getting screwed over or should this be happening?(if so that system sucks)
