This is Silver III. Still didn't get into queue for another three minutes. Old solo queue took forty seconds tops.

I routinely wait between 10-15 minutes for games in high silver/ low gold.

That's because solo queue never had to matchmake people based on their preferred roles. Riot can't magically snap their fingers and just make more people queue as support, so I don't know what you're asking this question for. The problem is not anything Riot can fix without ripping dynamic queue out of the system entirely, and they've made it clear that they have no intention of doing so.
