I feel chat during the game should be removed and would considerably help with the toxicity and league community as a whole.Players that understand the game don't need chat and use pings and have enough awareness to not need chat.Chat is mostly use for toxicity,harassment,taunting or mostly other things no relevant to the game.having an argument against team mates causing disruption and negativity making team mates not want to play anymore,give up,feed,intentional feed,afk,afk farm,verbal abuse,harassment.Would make things easier as a whole for reports in general as well and the game play would be better because players are more concentrated on the game versus what they want to say in chat

What? "If you understand the game" so new players and people still learning get screwed? That is what you are telling us. Also interactions between players is a huge part of online games. You being able to speak with people is a huge draw for many players. You get rid of chat entirely and you might as well be playing with AIs, you really wouldn't tell the difference. You really want to punish the vast majority of players because an incredibly small portion of players use the chat inappropriately? Give us a break*[slayer-jinx-unamused]*

They do, It's called "Show Allied Chat".

Go to League in-game settings, and click on Interface. Scroll down until you see "Allied Chat", uncheck that. There you go.

You won't see what your teammates are saying, and you won't be able to type in chat until it's turned on.

No, it wouldn't. Toxic people gon' toxic, whether it's in chat or in gameplay behavior. Your idea would push the toxicity out of chat, which is easily detectable, to behavior, which is much harder to detect. In other words it would lessen the number of toxic players receiving punishments, resulting in an overall more toxic game.
