an item idea to help assassins along

what if they made an item whered itd have ad ,lethality(still waiting for the buff on this btw) and ooc stats, and the passive would be some sort of unit collision ignore,while the active would grant u a single bonus rang and dmg aa, comparable to hexrinker? i feel this would help talon and akali later on and the active can be melee only(cant make adcs busted now), giving them a single thresh range aa on 40 sec cd that either does magic dmg or has a ad scalling
