Why not just rework Soraka again ?

The mana nerf she got is noticable early game if you spam your stuff, but later on, it doesn't matter. Ban rate is only going up, and it's understandable. I think she needs another rework, rather than nerfing her every patch from now on, trying to balance that 1 second heal and Q.
