Why? Because he doesn't feel like complete crap to play against. He feels like he has counterplay and weaknesses.
...but the champ is still overpowered after this string of buffs. Slap him with some nerfs and maybe sneak in some bug fixes whilst you're at it.

He's strong only because new jg xp and dragons are overtuned. They will only nerf him specifically after they tone down the power of the dragons, since his winrate increase comes from his ability to sneak a solo dragon as well as clear speed.
Pretty sure that's because nothing's going to feel as bad as when he was first released. He was way too strong.
