so in a sense you'd never need it early game unless you were facing a healer because you'd never be able to apply it consistently. those that can apply it consistently can already apply it with executioners calling due to the fact that they are basic attackers with magical damage properties. IF you need grievous wounds to the extent that your lane opponent will bully you out of lane then just take ignite or if possible try to choose a champion who can benefit from your opponents requirement to heal.
