The Absolute Rules That All Diver/Skirmisher Champions Need to Follow
1. If a champion is designed to require extra durability but focus on dealing damage, that durability needs to be innate to their kit and not need to be built. At the same time, such durability should not scale with defensive stats since then it leads to damage focused champions building very defensively and using their damage focused kit to deal damage and never die. The extra innate durability should also have some form of counterplay since otherwise it just feels like they are an assassin in a tank's body. FINALLY, the champion's source of durability should not be shut down completely by falling behind.

2. All mobility spells need to feel like they can miss or else it feels like you are doomed to a grey screen once you enter the champion's "No No Zone". At the same time, the champion should be able to reliably kill someone if they carelessly get too close without a good plan. Basically, the champion should never 100% be able to kill someone, but should be really good at doing so once their target gets within range and doesn't have a plan in progress to not die.

3. All abilities and attacks that ignore defensive stats need to have a setback to them or they feel overpowered and unfun to play against. Most of these champions, however, need such abilities in their line of work. Therefore, it should be noted that these champions should require decent mastery to play effectively.
