Thresh gets no souls from dragons
The new dragons don't drop souls for Thresh.

Only the Dovahkiin can do that.
Who says evil dragons even have souls?
That's either fixed in 6.10 (patch that just went out) or 6.11 (next patch). Not certain off the top of the head which patch it made it in for, has been addressed though.
