They did... The stupid snwoballs that totally ruined ARAM.... I'd say leave it the way it is before they mess it up more.
Promote and Surge were both complete failures.
The new smites are actually pretty close to "new summoner spells" just with gating on them so entire teams can't take them.
Riot is currently too busying deleting them, and you're asking them to make new ones?

they did, its called mark/dash, its on aram, and it completely broke the meta on aram..... be careful what you wish for....
