Should flash be replaced with an item/boots?

I know it seem to be a crazy idea, but everyone gets flash. Even if you don't want too, knowing ur opponent will have it forces u to get it.

So , how about adding it as an item active, or boots? It could be a unique item active spread over multiple items so that all classes would eventually have access to it.

For example, build path items would have it. . They all cost about the same and the items they build into would have it as a unique active as well. These items also cover full build items that all classes such as marksmen, fighters, tanks mages would use.

That way, everyone can still get it and still have access to other summoner spells.
