Riot a simple fix to the issue of not enough supports.

There is a current lack of balance on what someone wants to play and is willing to play that is causing the issue of not enough supports.

Yes I am willing to support sometimes. It is not my go to choice, but I will do it sometimes. The current issue is that you say that your second choice is support and you are almost always going to be support since everyone else picks anything but support as their first and second option.

What should be done? Make it an order of favorite to least favorite instead of pick 2 and you are going to get one of those 2.

Example of an order might be 1)Top 2)Mid 3) Support 4) Jungle 5) Marksmen

In such a case the person might be playing support every 2 to 4 games which is alright but should rarely get jungle or marksmen in such a case since both seem to have their player base.

This would result in a fair amount more people going support every few games who are willing to support sometimes but not getting consistently punished for saying they are willing to sometimes support by having to support every game. This is the balance that is currently lacking in teams being made and it was the balance that allowed for queue times to be under 2 minutes consistently for as long as I can remember playing.

Additionally another thing to balance it out is that if say you have support as your number 2 option there should be some kind of "sacrifice" points that increase your likelihood of getting your higher preferred position after playing support which is generally less sought after but "needed" to keep games happening.
