Languages in League of Legends

Is there a reason why some languages are exclusive to some regions?

Since a lot of translations already exist for LoL, why are they not all available across all regions? For a lot of modern games, you can just select a language, the game downloads the necessary files (if it's not already done) and restarts. On top of that, the system for changing language already exists in some regions, so my guess is that it would not be very hard to use it everywhere.

Also, did Riot Games ever thought about having two distinct language options, one for spoken language (VOs) and one for written language (all texts and tooltips)? A lot of games have been doing that for a long time.

Am I the only one who dislikes being stuck with english as my one and only choice?
