Should Cloud Dragon/Drake be removed?

Do you guys think cloud dragon should be removed? I dont think buffing it would help it out at all because it will either be too overpowered at one point or be useless as it is now. I find it close to worthless as in a game if im behind as a jg I will just leave the dragon and not even take it because I dont want the other team to get stronger dragons that could come after it. Should it be removed?
