About Leblanc
I think Leblanc might need some tweaks (nerfs/buffs)now as she seems mighty strong with items, (ex. Luden's echo, Morellonomicon, etc) and dominates laning phase easily with her burst damage and mobility. I think her laning phase and early-to-mid game power is too strong, as she will often snowball out of control. An easy Q+W+E at level 3 will force the enemy mid laner to back or even a kill with ignite and another Q, getting first blood. She is also extremely mobile, which allows her to roam bot/top and tower dive enemy laners. But I think her late game falls off pretty hard, compared to other assassins, for example, as Lissandra gives her team a lot of CC, Akali has three short cooldown long range dashes with stealth, Ahri basically has three flashes, which allows her to all in and still make it out alive, and Cassiopeia, Orianna, or even Ziggs has huge AOE damage that could decimate teams in a teamfight. Yes, Leblanc can W in and Q+R+E and W out, but often times it is not enough damage or she gets CC'd in the middle and dies. It's hard to nerf assassins, as nerfing assassins too hard might make them underpowered. So I'll suggest few, non-game breaking suggestions:
- Tweak her mana per level (+50) to (+55), but make her starting mana pool to 250->215, which means at early laning phases, Leblanc has to think once more to think about going Q+W+E to the enemy laner, as if she does not land them, she will waste a huge amount of mana. But later, in mid-game and late-game she would have more mana-> more spells that she could cast. Make her distortion's (W) radius of AOE 250->300, which makes her late game teamfighting better, as she has an AOE spell to deal damage to more than one person. However, nerf her range of her W to 600->525, which will make her a little bit less mobile, (but still very mobile as she can still W+R and escape).
- Make her distortion's (W) cooldown 18/16/14/12/10-> 20/17/14/11/8, which means in early stages of the game, she will have to think once more of pushing the lane and going all in as her escape's cooldown will be slightly longer. However, in the late game, she will be able to put out more AOE or single target damage slightly more often.
- Make her Ethereal Chains (E) a little bit different regarding damage. Many Leblanc players, when they burst people down, they just easily do their basic combos Q+R+W+E or W+R+Q+E if the enemy is far away. However, rarely will they wait for the second E to pop and deal additional damage, as their combo is powerful enough to 100-0 a squishy. I don't want to nerf that, as that is the job of an assassin, but I do want to make her a little bit more risky: Leblanc's E right now initially deals 40 / 65 / 90 / 115 / 140 (+0.5 Ability Power) and when the chain pops it deals the same: 40 / 65 / 90 / 115 / 140 (+0.5 Ability Power). That should be changed to: Initial damage: 30/55/80/105/130 (+0.35 Ability Power), Pop damage: 50/75/100/125/150 (+0.65 Ability Power). This would make her damage stay the same, but force Leblanc to actually wait for her chains to pop, and also gives a little bit of a room for enemies to escape before the chain pops.
