Champions are safe if they don't perform well
If a champion performs well, they will be nerfed. Even if they aren't banned, aren't OP and aren't at all a problem. The champion that performs well has plenty of counterplay but rather than thinking reasonably and with common sense, it is better to just nerf the champion on a personal agenda.
"Omg Rengar is ulting!" Use pink wards, a lens, save CC, group, use items, area of affect to keep him away, literally all of these. "Omg Gangplank is performing well!" ~Riot nerfs him because why the fuck not. I don't even play gangplank and for gangplank fans, sorry that he now looks like Ed from edd ed n'eddy. You know, the one that says "Butter toast."
"Omg Soraka is healing too much!" So, more than 30 champions are capable of stopping this. Literally, pick Vi and nuke her. She has no defense mechanicsms for herself outside of her tedious (2.5 second?) That is like me saying "I'm going to throw a football at you!" And then I throw it, smacking you in the face and suddenly you are having what is commonly known as the middle loohcs Syndrome, flailing your arms all around.
"OMG Frost queen is broken!" Yeah, your mid laner loves that 50 AP and that mana regen that could have been an actual item that does, like, you know, damage. Isn't Riot, the same company with the worst balancing team ever, the people that said Sona shouldn't be building AP?????
"OMG Vlad just Used his Karthus ultimate of an E, hit my entire team, ulted us for another Karthus ultimate, Pooled, E'd again and then used his Zhonya to get another E and-" Yeah, nobody said this. I was actually wondering why this guy was allowed to be "balanced" with Lee, Thresh when he has multiple Karthus ultimates in his kit with free sustain and invulnerability. Is it because his ultimate is delayed? Lmao.
