New season off to a horrible start

Games remain 20 minute stomps -or suffer through another 20 minutes of the enemy team getting cocky and kill farming instead of just finishing.

Why are people allowed to "leave" the room. Shouldnt a Game end the second somebody crashes out? and yes this is a crash i was talking to him as it happened.And it's happened to me as well, and you receive a penalty for it.... Riot fix this please.
