I think the tabi+botrk changes together are too heavy handed

Obviously it beings the outliers in line yes, but htere are champs that have considered this item core who are not in the stat of being outliers. Xayah the new champ pretty commonly included it in her builds, even with the incoming changes to kindred it was still looking like a still pretty important item to the point of looking like a second item rush since one of their abilities scaled with both AD and attack speed, teemo and kennen relied on it since there AP builds simply don't function as well from other previously introduced factors.

I guess the big follow up is..... Why and what is the plan for the most likely champs that will be hit more than desired by the changes. Why not have another AD+attack speed item that isn't an on hit item though?
