Dodging in normals needs a way larger penalty
It already takes me 3-4 minutes to get into champion select to begin with, only for some motherfucker to ALWAYS dodge after everyone has already picked their champion, I literally spend 15-20 minutes to get into a game because of all the dodges sometimes. This is horseshit.
