Idea for a cho'gath buff.

I find that one of cho's biggest weaknesses is that as a tank late game he does 0 fucking damage to anything with even tiny bit of health and MR (unless he noms them) Why can't cho'gaths E give him bonus magic penetration like darius E does. No one maxs cho'gaths E first so It would be a solid buff that would maybe make him decent again?
