Meddler, does riot consider AP Lucian a legit build?

I'm asking because there is almost no consideration to ap Lucian when the balancing. AP luc is always indirectly nerfed or buff around AD Lucian.

The thing is, ap Lucian is almost a completely different champ with clear advantage/disadvantages vs AD Lucian. He also plays differently.

AD Lucian does close range damage and has more consistent damage over a fight. AD Lucian damage is accurate.

AP Lucian has more range damage and more burst like. He is also skill shot base and can completely miss his combo.

I just feel riot needs to consider AP Lucian or just remove his ap scalings as they are never considered when balancing.
