Life steal should have limits
Honestly I don't see the necessity of stacking life steal for multiple times. Sure, you cannot avoid to build any when you're laning against certain (sustain) matchups. But every AD caster who has a targeted gap closer/mobility/CC immunity/untargetability/unkillability is capable of going over the top - and they do over and over again - without hesitation.
But why? Why would you build a Hydra and a Bloodthirster and/or BOTRK on a Lee Sin/Olaf/Fiora/Trynda/Jax/Riven/Rengar/Kha.... .... Isn't there enough AD/crit chance/armpen/AS item you can find in the shop? You want to "carry every game" that hard?! [...]
To create more options for actual plays here are my recommendations (with OR logical operator between each sentence):
- Life steal should be a global unique passive - you can build any item you prefer but - if you decide to stack ls - you won't get the passive part out of it.
- Life steal should have a (let's say) 20% cap - that's more than enough to fulfill everyone's needs.
- If you achieve something (the same way like Rengar gets his trophies [through kills and assists]) you may unlock a stack to build life steal at certain "trophy" levels
