Whats the story on Smurfs?(buying accounts) Do they get punished?

Smurfs are just a pain to deal with, I mean you're just trying to play your own game and claim your own elo, but nah, smurfs man.
Idk if smurfs are like a legit thing rito accepts... why would high elo players wanna make low elo accounts? that really sad. Its like playing against bots and call yourself good... Just what to know more about them
