Reworks vs New Champions

So, the idea of reworks is to modernize an old, no longer functional kit or at least outdated kit.

The idea of a champion release is to release a modern, functional kit.

Now, why exactly are these two things so different?

The reworks all scream counterplay on every button on the keyboard-- Veigar and Sion cant even use most of their abilities without people just hopping away from them.

New champions scream overloaded. I honestly don't know what else to say about this. A champion really shouldn't have everything ever other champion could dream of. There is a checklist of available categories for a champion to dip from--

Range, Mobility, Survivability, Utility(and under this, Crowd Control), Reliability, and Damage. Now why in the world do new champion releases get to hit most, if not all of these categories?

I know he was just released, but Ekko has just about everything in the list except for maybe the Reliability of his ult doing damage? And since he was just released, his numbers are also absolutely absurd. 80% MS Slow, 60% MS slow, a reset button (what assassin isn't complete with the thing that makes people hate assassins the most?), damage everywhere including the reset button, and even a stun. At least they nerfed the stun down from 3 seconds.

Yes, you can probably go through a kit and peg all of their advantages and make anything sound amazing, but why do reworks get pegged with "counterplay" through their kits to modernize them, and the actual modern champions just get to ignore this apparently golden rule?

How are old champions ever going to compete if we don't re-release them with the same standards that new champions are released at? It just doesn't seem fair to anybody who actually wants to play the old champions-- immobile, less damage, less survivability, less damage, less utility, and low reliability.

Karma sucks balls atm. Ashe is ok, Ryze has completely lost his identity, he doesn't resemble any versions of Ryze before him and he isn't all that good. Veigar was released half done. Zylean... 'nuff said. Sion is the only other rework I'm happy with. I HATE all of Riot's new champions. They all have overloaded kits, stupid mobility, and obsolete older champions who used to fill those roles. And there's still dozens of untouched champions who need serious reworks, but Riot isn't interested because it won't make them money. Overtuned, new releases do.

Not all of the recent champions have been overloaded. Velkoz , Braum , RekSai , Azir , and Bard are not overloaded and they also feel very unique and good. Gnar and Kalista are a bit overloaded but they are in a much healthier spot now. Ekko on the other hand is over tuned and overloaded. Not all of the reworks are really healthy either. Ashe is a bit overpowered at the moment and Cassiopeia is unhealthy and she lost her identity. I really like Sion and Ryze as they have a lot off options for outplaying opponents and weaknesses to counter them though Ryze is under tuned atm. I like Veigar and Zilean better now but Viegar needs some kind of change to his W and Zilean feels half done. Karma is probably gonna be in a better spot now as she will be a better support and can jungle but her kit doesn't match her identity.

Veigar didn't get a proper rework - it was done by the balance team ratehr than Champ-up. Karma's was just a rebalancing. Sion was big. BIG. Ryze seems strong at the moment, Ashe is golden.

Long story short, reworked champions are competing. Just like not all new champions automatically compete, not all reworked champions come.

On your first question, reworks are troublesome because you need to keep the theme of the old champion. It isn't as easy. You are limited.
