Why does Statikk Shiv have less movespeed but more attack speed than Rapid Firecannon?

Statikk is really something I'd get if I'm behind and/or splitpushing a lot since the attack speed and passive helps waveclear faster. Rapid grants you more attack range, so really it's whether you need the range or attack speed. Plus, an increased attack range every couple of seconds + attack speed is kinda too much.
