Item lock out?

hear me out on this one. Item lock out would prevent crazy builds and some innovation but at the same time it has a worse effect. We have seen OP tank ekkos in the past, tank fizz, tank akali, the old ap trist. The scaling is a little off on these items and it builds imbalance. The support items are pretty nice for supports but dont work to well for laners, we need more items with those effects to the game. Junglers are the only ones who benefit from smite although u can take it, without it you cant build smite item.
