So... do keys drop from a specific level on or i just am not getting any?

I recently created an account here in this server, I was in LAS before. I have this account for like 4 or 5 days already but havent gotten any key shards. In this time I got 3 chests already but no key shards, im already lvl 14 and almost halfway through. Is there any specific problem for my issue or the game just didnt drop them for me? They were really usual for me in my old account which was lvl 40+, I usually got 1-2 pieces every login along with a message that said "GG <3". If anyone could help me I would really appreciate it.
