For Blind Pick: Prevent Locking in First 10s of Lobby

Whether trolling or by simple mistake, we have all run into a situation where someone autolocks a lane champ and then tries to brush it off with "I didn't see your call" or something similar. By preventing anyone from locking in their choice for the first 10 seconds, it should be much easier to tell who is trolling and who to report. It shouldn't harm the game at all, since if everyone wants to start the game ASAP they can still lock in after a short delay.

Also, PLEASE allow a report option in the lobby, or at least in the client (rather than going to the website to submit a ticket).
