Suggestion regarding Hextech Crafting

As a casual player, I play about 10 games a week. And because I play so rarely, I (constantly) have 18 chests and getting 1 key per 1-2 weeks is rough for us, casual players . I'm thinking about increasing the drop rate of key fragments for those who have +10 chests.
