I will agree, a vote kick system could be abused.
But I still feel it's necessary. Someone can still ruin a game by trolling or being toxic.. they don't necessarily have to be afk or DC or not connected to ruin a game.
Can we figure out ways to make it less abuse able?
How about..
If 2 or more people are queued together, their vote to kick only counts as one?
Or something along those lines.

I don't really know about a vote-kick option. Everyone has a bad game. But...
It has been suggested before that Riot provides a queue for players to join games to replace a player who has been AFK for a long time (3-5 minutes). The joining player could pick up where the AFKer left, with the same champion, items, and runes. Incentives could be extra IP, or maybe Hextech rewards.
However, just like many good suggestions, like replays, a sandbox mode, loading before champion select, harsher punishments for AFKs in ranked, or more bans, Riot has never really done much about it.

They know they have us. It really seems like they don't do enough to solve the blatant problems with the game.
