Keep in mind the power level of ADC's is also linked to the power level of tanks and not inversely related. Tanks are indeed the best class to protect the ADC class and make them shine, and ADC's are also the safest class to DPS tanks.

Tanks are strong = ADC are strong. Tanks are weak = ADC are not too strong. Except if they have good mobility and self peel tools, which is the bane of balancing and is sadly the case for some of those.
