Maybe for a first step...

Instead of just outright nerfing Twitch, can his gameplay be made healthier for everyone?

As it sits, his passive is arguably the worst passive in League. Some are poorly implemented, but none feel quite as...useless as his. Some are boring, some are badly made, but his is not only boring, but just...garbage. At all levels, it's invalidated by . It has an absolute maximum of 30 damage a second. And it, currently, has the same problem stealth had before the assassin update, and invisibility was no longer revealed by wards - It forces the rest of his kit to be too strong to compensate for a shit passive.

Hell, it even has to be true damage, otherwise it simply won't do anything noteworthy.

Now, you might argue that it's good as a carrier for his E, but that's another point where he's odd. He's a hypercarry, yet he has a burst mechanic that makes his trades strong in early game. I think that moving his passive to his E (Make it a hybrid between Jinx's Q and Teemo's E - a DoT mechanic with enhanced damage that is toggleable and costs mana), and then giving him a better passive would help (of course, he would need a buff to his base mana pool to compensate).

His W would also obviously have to be changed. Maybe change it so that, instead of applying his current passive, does AoE damage over time?

His Q is honestly fine. Likely needs a numbers shift, but it's honestly fine mechanically.

His R, like his Q, likely needs a numbers shift, but it's mechanically fine (punch through is fine, bonus range makes him worthwhile). Maybe instead of bonus AD, %armor pen? It would fit better with it being a "punch through" attack. Doesn't even need to be at all ranks. Would work perfectly fine with it being 0/10/20%, or 0/5/10%. It could possibly stand to lose a little range, too.

After he's shifted around (and after preseason hits), we could see where he is. As he is, he melts teams in seconds with his ult, but barely even exists as a champion without it. This would allow him to have an impact at other times without being completely dominating with it up.

Just my ideas. Thoughts?
