Balance the Rank matchmaking..

Ever since I've hit Gold 5 I thought I was going to play with better summoners. I was wrong, I am still stuck in elo hell. Why is that? The past couple games I've played by myself. I've been qued with none ranked - Bronze 1 summoners. How is this possible? I shouldn't be place with these low ranked players. I just doesn't make any sense to me. Thanks to this my mmr has dropped drastically over time. But when i que up with other people I face my rank people. Please Riot. Fix this.
