Possibly in low priority queue by mistake?

Are people experiencing really long queue times when they surely should not be that long? My brother and I are both low gold, 4/5. He does not experience this the same as me, even though he is on the same wifi, same region, elo, mmr, and everything. I get 7, sometimes up to 20 minute queues. Usually the game says it is an estimated 2-4 minute queue, i mean its low gold, there are plenty of people playing there, it isn't challenger. This happens both during off, and peak hours, weekends and weekdays at any time. This is a bit fishy to me as I don't know anyone else who has such long queue times. Furthermore, I statistically get more bad teammates than anyone I know, and I'm not complaining or saying this as a reason I can't climb. I have had 5 separate people tell me how surprised they were at my bad luck with teammates. I seem to have a troll and/or an afk in about 1 in 3 games. Now I wouldn't usually even question something like this, but the evidence is just so overwhelming that it seems like I may be in some sort of low priority queue? Also, when I get fast queues I always have normal teammates, but when I have longer queues it is nearly always a free loss due to int feeders, flamers, etc. I don't want this to sound like I'm doing the typical blame my teammates because I can't climb, it just seems a bit fishy to me. So, does anyone else experience this? At least the really long queue times??? Thanks Guys.

TL;DR I get long queues, and more trolling/flaming teammates than anyone I know, could I be in low priority queue?
