Ahri Vs Cassa?
Which one should i buy? like which one has more outplay and such

You can´t really outplay with Cassiopeia, besides the Ultimate. Ahri has such a high outplay potential, but in my opinion you can not compare them Ahri is a outplaying, mobility assasin. Cassiopeia is a high DPS Mage with a turning teamfight Ulti.
I like Ahri more, but i am subjective.
If you're good at kiting, get Cass, if you're not, don't bother.
ahri is so much better right now.
cass is solely for team fight utility, unless you're faker and can 1v5 and defend a base. otherwise go for ahri so you can charm more often.
