Turrets deal pathetic damage late game, no more laser, & Zz'Rot portal's a better choice for pushing

So why isn't neither removed nor have its passive/active change in some way?

If we're talking about it's normal base stats like:

+300 HP +50 Armor +150% Base HP Regeneration +10% CDR

- Has better HP & Armor with a MS slowing active & Attack Speed passive, plus a -10% reduction from Crit strikes (although Yasuo & Vayne still doesn't give a shit...)

- Has better healing & CDR (Bush Demacia intensifies....)

- Moar CDR.

- ...ok, you guys get it. CDR again.

Would love to know Riot's thought about this item which I've seen nobody purchase at all.
