Can we change/buff Frost Queen's Claim?

Primarily it's active, maybe make it a instant AoE slow It's usefulness currently is just laughable in comparison to that most AP supports build Spellthief, then swap out to Talisman after 20 mins

Don't do anything to it's tier 1 and 2 item, Just make tier 3 better, so it's not ass...
