kindred stack location

Change kindred's max stacks of 6 before they stop spawning in the jungle to 12, lower the physical damage to half AND ALLOW STACKS TO SPAWN IN UR JUNGLE. this would be better because then instead of the enemy team just playing and waiting for a good time to intercept it, it allows the enemy team to come into "my jungle' and surprise me making a play that could unfold. just feel like it would be a nice treat to get a stack in your own jungle as well - SammyHUNT
