Speed buff on Ryze Ult

Hey guys. We all know that Ryze isn't that great right now, so I thought, that after ulting to one place, everyone who was in the portal gets a small movement speed buff. Why? Because one of the ult's uses is to chase down the enemy, but the enemy of course sees where Ryze is ulting to (unless he ults to a brush). I know that Ryze already has a Movement Speed buff, with his Q passive and such, but it takes some time to get it; sometimes he's not in range to use one of his abilities; not everyone on his team has one.
