Coz they made it so that it can do as well as crit even in late game

because lethality/armor penetration compliments the execute+guaranteed crit on his 4th shot more than stacking crit ever would unless he needed to build crit to have an execute at all

because Jhin has 3 abilities that scale better with penetration, because they have no synergy with crit themselves beyond his passive converting it to AD (which doesn't matter if you have no pen), and his ult is good with pen for the same reason as his passive

because crit takes a lot longer to become effective whereas Lethality works for you immediately; in this meta, Jhin is obligated to his team to build the fastest powerspike possible, just like everyone else is.

Lethality being too strong =/= Lethality being unhealthy.

Towards late game he starts itemizing that. Early game the percentage amplification isn't all that strong, and lethality tends to end up giving more damage.
