Leaver Buster
I was in a match when the game connection get down and after 10 minutes i reconnect in game. And now i don`t understand why i have leaver buster because is not my fault.

they dont always know the reason for your disconnection, as it could be a problem with your router, your client, or simply you going AFK. For safety's sake, its only fair if you youre banned for disconnecting under all circumstances, to make sure that AKF-ers are punished for their poor choices 100% of the time.
Leaver Buster won't do anything for leaving 1 game every like 50 so you obviously had several others if it's activating on you. It's not just that one game.
Not like a leaver is a huge issue. A few long queue times isn't all that bad. I've had similar issues like yours and it's annoying, but I understand the reasoning.
