Revert that death timer change from awhile back

LCS Casters talking numerous times about how you can't play fighters/assassins because you literally have to play perfectly otherwise you get outscaled by tanks easily. One way to lower the amount of perfect play required would be to revert the death timer change.

Honestly I think the meta might be alright in terms of class balance and champion balance.

Only issues I really see are:

• Assassins maybe killing too fast again (maybe)
• Towers still suck
• Supportive tank items are better than normal tank items
• A bunch of champions needing changes
