selection intents in ranked

we all know the 10 seconds of pre selecting champs in ranked why can't we count that as a dodge if they don't pick anything and make it to where if someone bans your champ they get kicked because i hate being first pick and not knowing which support to pick because nobody declares which champ they want to play
