forced to dodge. Int since champ select.

I know meta is always changing, and i know you are not force to pick standard pick even in ranked cause it's a game and you have to have some fun. But i can't dodge 3 games in a day since i met things like viktor supp, ashe supp, shyvana supp, lee sin supp, nidalee supp, kata supp, lb supp etc. I noticed the trolls pick are basically always with the support role. Even if preseason don't count that much i don't get why ppl that write things like " don't worry i ll int cause i'm supp" and then pick a troll don't get any punishment. I tell you a story. I was in champ select and me and my premade saw this weird "lee sin support" i asked him twice to go jng, and he refused, since i was really bored that day and i already dodged 2 games i had to pick (i was jungle) and i picked blitz, then asked for the 3rd time to him to go jungle with lee. And he refused again. when the game was about to start our top ( wukong) took smite since no one had one. The game start, and i asked lee to go top at least since wu had smite and was the better choise at that point... nothing, he refused and started to int botlane. So i was top as blitz vs riven... I didn't flame him, and i focused as much as i could. I won the top lane, was 3-0 but we ff the game at 15 since we were too behind. now, i'm not saying things like elo hell exist, but how is possible that people can ruin your game, so basically 1 hour of your time and there is not even a punishment or a special report for that. Is riot working on smt ? (sorry for my bad english )
