The Toast Lord has announced his item set changes here! He shall now read off the current item changes he believes needs to happen:


item 3082 Warden's Mail

  • Now provides UNIQUE Passive: -10% Damage Taken from Critical Strikes
  • Combine Cost increased to 850 from 400 (Total Cost increased to 1450 from 1000)

item 3143 Randuin's Omen

  • Now provides -15% Damage Taken from Critical Strikes from -10% Damage Taken from Critical Strikes
  • Total Cost increased to 3050 from 2900
  • Combine Cost reduced to 600 from 900 (due to changes to Warden's Mail)

item 3110 Frozen Heart

  • Now provides -10% Damage Taken from Critical Strikes
  • Total Cost increased to 2900 from 2700
  • Combine Cost reduced to 450 from 700 (due to changes to Warden's Mail)

Critical Strike chance users have commonly been able to burst down Tanks when combine the Crit hits with Armor Shred. While I agree that ADCs should be the natural counter to Tanks, it should be due to the fact that ADCs have the quickest form of sustained damage to quickly wither Tanks down and the most anti-tank item arsenal, not by bursting them down. These changes grant Tanks the tools to not be bursted down by ADCs both earlier into the game and more resistance to critical strikes later in the game if they build both Randuin's Omen and Frozen Heart.


item 3089 Rabadon's Deathcap

  • Recipe changed to: item 1058 + item 1026 + item 1026 + 850 Gold from item 1058 + item 1026 + item 1052 + 1265 Gold
  • Ability Power provided increased to 125 from 120

Rylai's is soon being changed to provide 30 less AP, reducing the amount of AP Mages can get (again). I think this is a prime opportunity to buff Rabadon's so that so that have just lost Rylai's can look elsewhere for AP. These changes to Rabadon's should make it less of a pain to build by reducing it's combine cost substantially and slightly increasing the AP it provides by itself by 5 (technically 7).


item 3102 Banshee's Veil

  • Combine Cost increased to 930 from 530 (Total Cost increased to 2850 from 2450)
  • Health provided increased to 500 from 300
  • Spell Shield Cool Down reduced to 30 seconds from 40 seconds

Night's Edge is, to be honest, a strictly better version of Banshee's Veil. Why? Well, Banshee's Veil itself is actually not an item commonly bought on the standard Tank but actually by Bruisers or Tanks relying on that an interruptable, easy to see coming dash to start a fight. However, with Night's Edge being released, most that would buy Banshee's Veil just buy Night's Edge since you have far more control over Night's Edge and it has, technically, a lower cool down since Banshee's Veil's cool down restarts every time a champion damages you. This makes only the very few Tanks that were buying it want to pick it up, making it a little too niche of an item. By increasing it's cost as small compensation, we are giving it 200 more health and reducing it's spell shield cool down (although it will likely still have a slightly higher cool down than Night's Edge), it should see more play than it currently does.


item 3085 Runaan's Hurricane

  • Bolts no longer apply on-hit effects
  • Attack Speed provided increased to 50% from 40%
  • Critical Strike Chance provided increased to 35% from 30%
  • Now fires at up to 3 nearby units from 2 nearby units

item 3124 Guinsoo's Rageblade

  • Combine Cost reduced to 725 from 875 (Total Cost reduced to 3450 from 3600)

item 3091 Wit's End

  • Combine Cost reduced to 280 from 480 (Total Cost reduced to 2300 from 2500)

item 3153 Blade of the Ruined King

  • Attack Damage provided increased to 30 from 25
  • Combine Cost reduced to 800 from 900 (Total Cost reduced to 3300 from 3400)
  • On-Hit Damage reduced to 7% Current Health from 8% Current Health

item 1416 Enchantment: Bloodrazor

  • On-Hit Damage increased to 4.5% Max Health from 4% Max Health
  • Max Damage vs. Monsters and Minions increased to 95 from 75

Some adjustments to on-hit items across the board! Runaan's Hurricane is currently just too big of a power spike for many ADCs since it applies on-hit effects with it's bolts, effectively giving ranged on-hit users huge reliable AoE damage. This not only held back the power of some other on-hit items, but also made champions with innate on-hit effects have some tricky, hard to balance interactions with it. The changes made to it push it more into an item that will simply make your basic attacks deal AoE damage and not have it create some abuse cases by making it fire one more bolt and increasing some of the stats it provided. With these changes to Runaan's are some changes to on-hit items across the board. Guinsoo's Rageblade gets a small buff now that the combination of it and Runaan's doesn't make for some really broken interactions when both are good. Wit's End has it's price reduced to further secure it as a rush item for on-hit champions that want to build it. Blade of the Ruined King is changed to provide more stats at a lower cost at the cost of losing 1% Current Health damage from it's on-hit effects. I think it was a little dumb that Riot reverted it to it's previous state when it has been proven that in certain metas BoRK is broken with 8% Current Health on-hit damage. Bloodrazor also gets a very small buff so that Kindred isn't so bad (plus a small buff to other on-hit Junglers who got hit hard by the Fervor change).


item 3046 Phantom Dancer

  • Now causes you to deal 10% increased damage to the last champion you damaged with a single target ability or basic attack (does not amplify the damage dealt by that first proc hit) instead of reducing the damage they deal to you by 12%
  • Combine Cost reduced to 600 from 650 (Total Cost decreased to 2500 from 2550)

Some people have an issue with how Phantom Dancer is currently balanced. It basically just makes you win any duel that would be close due to it's damage reduction. This was a mechanic that had little ways to play around. HOWEVER, dealing amplified damage IS a mechanic that has some ways to play around since Armor and Magic Resist can make this mechanic less effective since being tankier would technically make their damage amp be less effective the less damage they deal to you. Previously, the damage boon it previously provided actually made it better the MORE AD or AP you had, reducing more and more damage the more damage you dealt. This makes the item have more counterplay than before while still having it's spot in the item roster as a dueling item. Since it now has more counterplay, it is also now ever so slightly cheaper to purchase as well, but not by much since % damage amp has some potential interactions in it that still makes it a strong mechanic (crits and the like).


item 3109 Knight's Vow

  • Armor from being near your partner reduced to +30 Armor from +40 Armor
  • Damage Redirection reduced to 10% from 12%
  • Base Health Regeneration provided increased to +175% from +100%
  • Active Cool Down reduced to 60 seconds from 90 seconds

item 3107 Redemption

  • Healing changed to 150 (+15 per level of the target) from 130 (+20 per level of the target)
  • Damage Dealt changed to 6-10% (based on the item's user's level) of the target's health from 10% of the target's health at all levels
  • Base Health Regeneration provided increased to +100% from +75%
  • Base Mana Regeneration provided increased to +100% from +75%

These two items are seeing some readjustments to tone down some of their power and putting a little of that removed power into other places in the item. Knight's Vow is having the armor it provides reduced by 10 and the damage redirection part of the passive reduced to 10% from 12%, but is having the base health regeneration provided increased to 175% from 100% and having the active cool down reduced. The nerfs make it to where both the user and target of this item are SLIGHTLY more easy to kill, but make the user a little harder to poke down and allow the user to switch targets between fights more often for more strategic use of the item. Meanwhile, Redemption is having the effect of it's active toned down across all stages of the game, but is having the regeneration it provides to the user increased, which is especially effective if you have the Harmony item passive. Just some tweaks to some currently slightly overtuned items.


item 3142 Youmuu's Ghostblade

  • Combine Cost reduced to 350 from 700 (Total Cost reduced to 2550 from 2900)
  • Active Movement Speed Duration reduced to 5 seconds from 6 seconds

Currently, Youmuu's is a rush item for Assassin's, providing a variety of stats that they generally want and an ok active effect. However, overall, the item is very underwhelming. This change should make it feel a little better to purchase by reducing it's cost to secure it as a rush item.
