Trollers during champion select

I'm not sure if Riot has anyway of identifying or dealing with people who start trolling (or just generally having terrible attitudes) during the champion select screen, but it seems like an opportunity to get rid of a problem before it impacts anyone's game play.

I've played in numerous games where within seconds of sitting in champion select someone begins trolling, harassing, and just being generally unpleasant. Almost always these players continue this behavior into the game.

I'm suggesting a way to either ban or kick these players before the game starts or maybe giving the other 4 players the ability to unanimously vote to kick a player thus restarting the queue. Just a few ideas, but it's one area of the game that I see an opportunity to improve upon.

I've attached a screenshot of a simple example of this behavior from a player than inevitably trolled.
