Guinsoo's Rageblade Nerf

Cancerous item that desperately needs a nerf. Jax, Xin, Yi, Jarvan, Kayle and others all abuse it and are capable of one shotting everyone. It really needs to be looked at. Thought I would let your incompetent balance team know.
