Question to riot about PBE

This is my first time posting on this site and im just wondering why the runes well at least some of them are adaptive its so wack cuz at level 1 if im support and dont buy an ap item then im ad until i recall with my adc and this could be 18 or 20 mins so is this wanted? is this going to be changed? also why does the 10% cdr have to be at level 10 before flat cdr runes u can get 10% super early and most ppl didnt use them but now u have to wait 18 or 20 mins for level 10
