Nerf/Rework Sunfire Cape in Vanguard update

Right now basically every toplaner rushes this item first thing. Gives hella defensive stats, farming potential, DPS, and is cheap as shit. I'd like to see it changed. And while you're at it just remove because its niche and those champs that buy it abuse it.

Maybe make a Sheen+Cinder item where procing sheen activates the Sunfire passive for a couple seconds?
