i think his shield should dissipate over time, not just vanish after 1.5 seconds

Kassadin lost his silence years ago.
You removed the part about the silence without giving any other reason for it to dissipate :P You get a free 160 + 30% ap shield for poking/all inning, I wouldn't really complain about that.
